The Employment Hub is a Hull City Council service operating in partnership with the Department for Work & Pensions (DWP).
The Hull Employment Hub offers information, advice and guidance to businesses in Hull that are looking to access various employment support schemes. The Employment Hub team can provide your business with wrap-around advice and support to identify a suitable vacancy in your business and to access the funding and other support that is available to recruit to that position.
The Employment Hub is currently offering two services:
- The Kickstart Scheme
- The Flexible Support Fund Programme

The Hull Employment Hub is an official intermediary for the Government’s Kickstart Scheme. The process for allocating Kickstart Scheme placements is as follows:
- As an intermediary referrals will be received from JCP and various other sources
- The individual has to be claiming Universal Credit
- The business must be able to offer a minimum of 25 hours a week for 6 months
- The individual will be paid national minimum wage but the business can pay more if they wish (they will have to cover the shortfall)
- Each placement will receive £1,500 for set up costs/training etc
- Payments are then made to the business on submission of evidence of pay (payments are usually made 2 months in arrears)
For each Kickstart Scheme placement, the funding will cover:
- 100% of the relevant National Minimum Wage for 25 hours a week
- the associated employer National Insurance contributions
- employer minimum automatic enrolment contributions
Once a job placement is created, it can be taken up by a second person once the first successful applicant has completed their 6-month term.
There is no limit as to how many placements a business can take as long as they offer the required level of support.
Flexible Support Fund Programme
The Hull Employment Hub will be working with the long term unemployed or those from a disadvantaged group to move them closer to the job market. This will also see the Hub work with local businesses and training providers to source employment and training opportunities.
To be eligible the customer would need to be claiming a benefit or someone in their household would need to be claiming benefit if they are not, (they will need to evidence this at the first meeting). There is no age restriction on this programme
